Short answer

FundRaksha HR gives Delhi employers GPS check-in on employees' own phones (only inside the office radius, one phone per employee), leave, shift rosters and a payroll that computes PF, ESI, PT at nil and TDS, with payslip PDFs and PF ECR, ESI, bank and Tally files. Delhi profession tax: none on salaries that we could find. Plans cost ₹49, ₹79 or ₹99 per employee per month plus GST, with a 30-day free trial.

Delhi's workforce and its HR problems

Garments and exports, electronics and electricals trading, auto components, printing and packaging, and government and PSU supply are the city's main employers. Export houses hire in waves around orders; traders run small teams with delivery staff; factories run shifts.

Delhi payroll is simpler on one count: we found no profession tax on salaries. ESI, PF and TDS still apply, and the Delhi Shops and Establishments Act, 1954 governs shops and offices.

  • Export houses adding and removing workers around orders
  • A trading office and a godown in different markets
  • Delivery staff whose attendance is a phone call
  • Payslips that workers need for loans and rent agreements

Delhi payroll rules for a Delhi employer

We could not find any profession tax notified for salaried employees in Delhi: there is no Delhi PT portal or schedule of the kind Maharashtra or Karnataka publish. Delhi payroll can therefore run with PT at nil. If you also employ people in a PT state, each of those employees follows their own state's slab, so confirm the set-up with your CA.

Labour welfare fund. Delhi has a Delhi Labour Welfare Board, listed on the Labour Department's website; check with the Board whether your establishment must contribute.

Shops and establishments. The Delhi Shops and Establishments Act, 1954 applies, and the Labour Department (labour.delhi.gov.in) handles registration and keeps the list of exempted establishments. The four Labour Codes have been in force since 21 November 2025; state Shops and Establishments Acts continue alongside them.

ESI covers employees earning up to ₹21,000 a month (employee 0.75%, employer 3.25%); PF is 12% from each side. Check cases with the PF and ESI calculators.

How FundRaksha HR handles it in Delhi

  • Excel import for bulk joiners and a company code to invite them
  • GPS check-in at each office or godown, each with its own radius
  • Field staff supported, with no background tracking
  • Payslip PDFs every month for every employee

Admins work from the mobile app or the web console, and PAN, Aadhaar and bank numbers are encrypted and masked.

Worked example: an Okhla garment exporter with 75 workers

An exporter has 75 tailors and finishers earning ₹13,000 to ₹19,000 a month and a 6-person office. All the workers are within ESI, PF applies across the board, and PT is nil because Delhi does not levy it on salaries. During a peak, 20 extra workers join for six weeks.

On Pro at ₹79 per employee (₹6,399 a month plus GST for 81 people), the seasonal workers are added by Excel import and counted only in the months they are employed, with PF ECR and ESI files generated as usual.

Getting started: a one-week checklist

  1. Import employees from Excel and invite them with your company code.
  2. Add each Delhi office, plant or site with its GPS radius.
  3. Set attendance rules, holidays, week-offs and shifts.
  4. Enter salary structures and confirm the Delhi PT treatment on a test month.
  5. Run payroll, check payslips, then download the PF ECR, ESI, bank and Tally files.
