Short answer

Haryana's Code on Wages notification of 9 April 2026, effective 1 April 2026, fixes one set of rates for all employments: ₹15,220.71 a month (₹585.41 a day) for unskilled, ₹16,780.74 semi-skilled, ₹18,500.81 skilled and ₹19,425.85 highly skilled workers. These are all-inclusive basic rates that cannot be split into allowances.

Minimum wage rates in Haryana (1 April 2026)

Haryana Government Gazette Extraordinary No. 51-2026/Ext., notification No. 2/25/26-2 Lab of 9 April 2026, under section 8(3) of the Code on Wages, 2019, effective 1 April 2026. It applies to all employments in the State (brick kilns separately) and replaces the 2015 notification. CPI neutralisation follows the Code on Wages Rules, 2026. Daily rate = monthly ÷ 26. Trainees get 75% of the category rate, but never below the unskilled rate. A Labour Commissioner letter of 5 October 2026 directs that the notification be applied to all establishments, including small ones.

CategoryPer monthPer day
Unskilled₹15,220.71₹585.41
Semi-skilled₹16,780.74₹645.41
Skilled₹18,500.81₹711.56
Highly skilled₹19,425.85₹747.14

Zones and who is covered

One rate applies across the State.

Minimum wages apply to every employee, whether paid monthly, daily or by the hour, permanent, temporary or through a contractor. Under the Code on Wages, 2019 the employer must pay at least the notified rate for the category and area. If you use a contractor, check that contract workers are paid at least the same rates.

Worked example

A Gurugram logistics company employs an unskilled loader and a trainee forklift operator (skilled category).

  • Loader: at least ₹15,220.71 a month. As an all-inclusive basic, PF wages are the whole amount: 12% = ₹1,826 from each side.
  • ESI (within ₹21,000): employee 0.75% = ₹115 and employer 3.25% = ₹495 (rounded up).
  • Trainee: 75% of ₹18,500.81 is ₹13,875.61, below the unskilled rate, so the trainee must get at least ₹15,220.71.

Compliance checklist for employers

  1. Classify every employee in the notification's categories (unskilled, semi-skilled, skilled, highly skilled or the staff grades) based on the actual work, not the job title alone.
  2. Compare gross wages for normal hours with the rate for the employee's zone, before PF, ESI and other deductions.
  3. Revise payroll from the first day of each new rate or VDA period and pay arrears for any period already paid at the old rate.
  4. Pay overtime at twice the ordinary rate for work beyond normal hours, as the Code on Wages requires.
  5. Keep wage registers and payslips that show the rate, days worked and deductions.

Minimum wage revisions move PF and ESI too: PF is 12% of wages up to ₹25,000, and ESI applies while gross wages are within ₹21,000 a month.

Keep payroll in step with each revision

Check take-home pay with the salary calculator, the employer and employee shares with the PF calculator and ESI calculator, and show every deduction clearly using the salary slip format. FundRaksha HR turns attendance and leave into paid days, calculates salary with PF, ESI, professional tax and TDS, and issues payslip PDFs, so a VDA revision is a rate change in one place rather than in every row of a spreadsheet.
