Short answer

For shops and commercial establishments in Uttarakhand, the minimum wage from 1 October 2026 to 31 March 2027 is the 2024 basic rate plus a VDA of ₹634 a month: ₹13,173 for unskilled workers in towns with a population of 1 lakh or more and ₹13,025 elsewhere, up to ₹14,657 and ₹14,472 for skilled workers. The VDA is printed in the Labour Commissioner's order of 14 October 2026; the totals are basic plus VDA.

Minimum wage rates in Uttarakhand (1 October 2026 to 31 March 2027)

Basic rates: notification No. 286/VIII-1/24-228(श्रम)/2001-पार्ट-II dated 15 March 2024, in force from 1 April 2024, for employment in commercial establishments and shops. VDA: Labour Commissioner, Uttarakhand, No. 3259/4-01/2024 dated 14 October 2026, which works it out as (150 − 139) × ₹57.60 = ₹634 a month for 1 October 2026 to 31 March 2027, for all categories in this and 56 other employments (₹518 applied from 1 April 2026). The daily rate is at least 1/26 of basic plus VDA, and the hourly rate at least 1/6 of the daily rate.

CategoryTowns of 1 lakh+ (basic + VDA = total)Rest of Uttarakhand (basic + VDA = total)
Skilled₹14,023 + ₹634 = ₹14,657₹13,838 + ₹634 = ₹14,472
Semi-skilled₹13,280 + ₹634 = ₹13,914₹13,110 + ₹634 = ₹13,744
Unskilled₹12,539 + ₹634 = ₹13,173₹12,391 + ₹634 = ₹13,025
CategoryTowns of 1 lakh+ a day (÷ 26)Rest of State a day (÷ 26)
Skilled₹563.73₹556.62
Semi-skilled₹535.15₹528.62
Unskilled₹506.65₹500.96

Totals and daily rates are our arithmetic from the two official documents (basic + ₹634; daily = total ÷ 26, the divisor the 2024 notification prescribes). The 2024 notification also has two clerical grades; the labels in the official PDF are inconsistent, so check the grade against the notification before using them.

Zones and who is covered

Two areas: towns with a population of 1 lakh or more, and the rest of Uttarakhand. The rates include the weekly rest day and apply equally to contract workers. A separate 2026 notification for engineering units with 50 or more workers has its own higher rates.

Minimum wages apply to every employee, whether paid monthly, daily or by the hour, permanent, temporary or through a contractor. Under the Code on Wages, 2019 the employer must pay at least the notified rate for the category and area. If you use a contractor, check that contract workers are paid at least the same rates.

Worked example

A Dehradun shop (a town of over 1 lakh) employs an unskilled helper and a skilled technician, paid monthly.

  • Helper: at least ₹13,173 a month from October 2026 (₹12,539 + ₹634). ESI: employee ₹99 and employer ₹429 (rounded up).
  • Technician: at least ₹14,657 a month.
  • A part-time helper working 4 hours a day is paid at least 1/6 of the daily rate an hour: ₹506.65 ÷ 6 × 4 = ₹337.77 a day.

We could not open the 22 April 2026 amendment that changed the VDA base, so confirm with the Labour Department that the 2024 basic rates are unchanged.

Compliance checklist for employers

  1. Classify every employee in the notification's categories (unskilled, semi-skilled, skilled, highly skilled or the staff grades) based on the actual work, not the job title alone.
  2. Compare gross wages for normal hours with the rate for the employee's zone, before PF, ESI and other deductions.
  3. Revise payroll from the first day of each new rate or VDA period and pay arrears for any period already paid at the old rate.
  4. Pay overtime at twice the ordinary rate for work beyond normal hours, as the Code on Wages requires.
  5. Keep wage registers and payslips that show the rate, days worked and deductions.

Minimum wage revisions move PF and ESI too: PF is 12% of wages up to ₹25,000, and ESI applies while gross wages are within ₹21,000 a month.

Keep payroll in step with each revision

Check take-home pay with the salary calculator, the employer and employee shares with the PF calculator and ESI calculator, and show every deduction clearly using the salary slip format. Work out pay for part months with the per-day salary calculator and extra hours with the overtime calculator. FundRaksha HR turns attendance and leave into paid days, calculates salary with PF, ESI, professional tax and TDS, and issues payslip PDFs, so a VDA revision is a rate change in one place rather than in every row of a spreadsheet.
