Minimum wages by state in India (October 2026)

Minimum wages are fixed by each State, revised once or twice a year through VDA or special allowance, and published as notifications that are often hard to find. This page lists the 16 States whose current rates we read on official government sources in October 2026, with the lowest (unskilled) rate and whether an October 2026 revision has been published.

Short answer

There is no single national minimum wage yet: section 9 of the Code on Wages, 2019 allows a national floor wage, but we found no amount notified. Each State fixes its own rates. Among the 16 States on this page, the unskilled monthly minimum ranges from ₹7,410 in Rajasthan (rates from 2023, the latest notified) to ₹23,376.43 in Bengaluru (Karnataka Zone 1). Gujarat, Madhya Pradesh, Jharkhand, Odisha, Uttarakhand and Andhra Pradesh have published October 2026 revisions; Maharashtra's July to December 2026 order covers October.

State-wise minimum wage table

The "lowest rate" column is the unskilled rate for general employments or for shops and commercial establishments, as marked. Each State links to a page with every category, the zones, the notification number and a worked example.

States not on this page yet, and why

We add a State only after reading its current rate on an official government source. On 29 October 2026 these were still missing or incomplete:

  • Tamil Nadu: the shops basic rates are official, but the 2026-27 DA notice (reported as No. Z3/3459/2026 of 18 February 2026) is not on labour.tn.gov.in, whose list of orders ends in November 2025.
  • Telangana: G.O.Ms.No.6 of 30 May 2026 fixes new basic rates from 1 June 2026, but we found no official notification of the VDA payable on top, and the Labour Department's rate sheets stop at 1 April 2026.
  • West Bengal: a July to December 2026 order is reported, but the Labour Commissionerate site (wblc.gov.in) could not be reached and the minimum wage link on labour.wb.gov.in does not open a notification.
  • Kerala: the shops order adds DA by district CPI, so there is no single printed total.
  • Chhattisgarh, Goa and Chandigarh: no current order on a reachable official site. Chhattisgarh's labour site (cglabour.nic.in) does not resolve, the newest Goa notification linked on labour.goa.gov.in (June 2024) does not open, and Chandigarh's latest general order expired on 30 September 2026.

Rates on third-party websites often disagree with each other. For these States, ask the State Labour Department or check its gazette before fixing pay.

What the minimum wage includes

  • Basic plus VDA or special allowance. Most States fix a basic rate and add a cost-of-living allowance every six months. The minimum is the total, and VDA counts as dearness allowance for PF.
  • Category and zone. Rates rise with skill (unskilled to highly skilled, or by job designation in Andhra Pradesh) and are often higher in cities.
  • Daily and monthly. Most States convert at 26 days; Punjab uses 30 days for deductions. Daily rates in Odisha, Jharkhand and Bihar include the weekly rest day.
  • Normal hours only. Overtime is extra, at not less than twice the normal rate (section 14, Code on Wages, 2019).

Check pay against the rate each month

Compare each employee's gross wages for normal hours with the rate for their category and zone, before PF, ESI and other deductions. Use the per-day salary calculator for part months, the overtime calculator for extra hours, and the PF calculator and ESI calculator for deductions.

FundRaksha HR calculates salary from attendance with PF, ESI, professional tax and TDS, so a VDA revision is one change in the salary structure. See also professional tax slabs by state.
