Short answer

Haryana LWF is 0.2% of each employee's monthly wages, capped at ₹35 a month from January 2026, and the employer pays twice the employee amount (up to ₹70), so at most ₹105 a month per employee. It accrues monthly but is paid online once a year, before 31 December. It applies to factories, shops and establishments with 10 or more employees. Late payment attracts interest at 12% a year.

LWF contribution in Haryana

The contribution is fixed by section 9A of the Punjab Labour Welfare Fund Act, 1965, as amended by Haryana.

FromEmployee cap a monthEmployer cap a monthTotal cap
April 2019₹25₹50₹75
January 2023₹31₹62₹93
January 2025₹34₹68₹102
January 2026₹35₹70₹105

The cap is indexed to the consumer price index every 1 January (proviso to section 9A(1)). Figures from the Haryana Labour Welfare Board's rate table; the Act PDF on the Labour Department site still shows the 2025 cap of ₹34.

When to deduct and pay

  • Work out 0.2% of each month's wages for every employee on the register on the last working day of the month (Explanation to section 9A(1)).
  • Pay the year's employee and employer contributions before 31 December, online, in favour of the Welfare Commissioner (section 9A(2)).

Who is covered

  • Factories, and industries, shops and commercial establishments where 10 or more employees are, or were in the preceding 12 months, employed on any day (section 2(4)).
  • Employees include persons employed directly or through a contractor (section 2(2)); there is no salary ceiling.

Late payment, interest and where to pay

Interest at 12% a year if the contribution is not paid within one month of the due date (section 9A(4)). Unpaid accumulations carry interest under section 3(4).

Pay through the "Hry Labour Welfare Board" e-service on hrylabour.gov.in.

Worked example

A Faridabad component unit has 12 employees. Here is the 2026 working for three of them (the other nine are worked out the same way):

Monthly wageEmployee 0.2%Employer (2×)Total a monthTotal for 2026
₹12,000₹24₹48₹72₹864
₹15,000₹30₹60₹90₹1,080
₹20,000₹40, capped at ₹35₹70₹105₹1,260

For these three the employer pays ₹3,204 before 31 December 2026, of which ₹1,068 is recovered from wages. Anyone earning ₹17,500 or more hits the ₹35 cap. A business with only 3 staff in total is below the 10-employee limit and pays nothing.

What we could not confirm

  • Number of the 2026 cap notification (the rate appears on the Board's official table)

Keep LWF in the same payroll run as PF and ESI

LWF is small, but it is a separate deduction with its own dates, and it is the one most often forgotten. FundRaksha HR runs payroll with PF, ESI and professional tax, and lets you add LWF as a fixed deduction in the months your State collects it, so payslips show it correctly. Check the other deductions with the PF calculator and ESI calculator, and see every State on the labour welfare fund by state page.
