DoPT Office Memorandum F. No. 12/2/2023-JCA dated 16 July 2026 fixes 17 gazetted holidays for Central Government administrative offices in Delhi and New Delhi in 2027, from Republic Day (Tuesday, 26 January) to Christmas (Saturday, 25 December), and a list of 32 restricted holidays, of which each employee may take any two. Four gazetted holidays fall on a Sunday in 2027: Independence Day and Id-e-Milad (both 15 August) and Guru Nanak's Birthday (14 November). No substitute day is given for these.

Annexure I of the Office Memorandum lists the holidays observed by all Central Government administrative offices in Delhi and New Delhi. The dates below are copied from it; the weekday column has been checked against the 2027 calendar.

Offices outside Delhi: 14 fixed plus 3 chosen
Central Government offices outside Delhi observe 14 compulsory holidays: Republic Day, Independence Day, Gandhi Jayanti, Buddha Purnima, Christmas, Dussehra, Diwali, Good Friday, Guru Nanak's Birthday, Id-ul-Fitr, Id-ul-Zuha, Mahavir Jayanti, Muharram and Id-e-Milad (para 2).
They add three more from a list of 12 (para 3.1): an additional day for Dussehra, Holi, Janmashtami, Ram Navami, Maha Shivratri, Ganesh Chaturthi, Makar Sankranti, Rath Yatra, Onam, Pongal, Basant Panchami, and one of Vishu, Vaisakhi, Bahag Bihu, Ugadi, Gudi Padava, Chhath Puja, Karva Chauth and similar regional new-year festivals.
- In Delhi, DoPT itself picks the three: in 2027 they are Holi, Ram Navami and Janmashtami.
- Elsewhere the Central Government Employees Welfare Coordination Committee in the State capital chooses them and notifies one list for all Central offices in the State. No change is allowed after that.
- State Coordination Committees may also prepare their own restricted holiday lists, which must include the nine occasions left after choosing the three (para 4).
Diwali: if the State observes only Naraka Chaturdasi as its compulsory Diwali holiday, Central offices there may observe that day instead of 29 October (para 6).
What this list means for private employers
The DoPT list binds Central Government offices only. A private shop, office or factory follows its own State law: the Shops and Establishments Act or the National and Festival Holidays Act of the State where the staff work. Most require the three national holidays (26 January, 15 August and 2 October) plus a fixed number of festival holidays, and double wages or a substitute day for work on them.
Many private employers still use the DoPT dates as the basis for their festival calendar because they are the first official 2027 dates published each year. That works for dates, but the number of paid national and festival holidays must follow your State's law (usually its shops and establishments Act or festival holidays Act), so check the State rule before you publish the list to staff.
Worked example: a Delhi office with a five-day week
- A 3-person Delhi consultancy (Monday to Friday) decides to give the DoPT gazetted list as its 2027 holidays.
- 17 holidays are listed, but 6 fall on a Saturday or Sunday, so only 11 working days are lost.
- If it lets each employee pick two restricted holidays as well, plan for up to 2 more days per person, on different dates.
- Bank holidays will differ: banks follow the Negotiable Instruments Act list issued through RBI, not this order (para 10).
